Ready to go?

File new 600x600 canvas transparent

Set your foreground color to #573895

Flood fill

Open the Happy Halloween mask
Edit/Copy and paste as a new layer
Set the blend mode to Screen

Open my stars tube
Make sure you are on the layer names stars
Edit/Copy and paste as a new layer on your canvas
Leave it that position

Open the tube in my supplies
Edit/Copy and paste as a new layer
I resized at 80 percent (make sure all layers not checked)

Add a drop shadow to the tube

Apply the drop shadow again but change to -2 on both
horizontal and vertical

Add your © info

Apply your text
I used the font Yataghan, Vector, stroke width 2
Foreground color Black
Background #573895

Convert to Raster - Add noise to the text with my settingsscreenshot

Apply same drop shadow settings as on the tube

ANIMATION

Edit/Copy Merged and open AS
Paste as new animation
Duplicate this image so that you have a total of 19 frames
I know, that's a lot!

Now, select all the frames and make sure that you are on
the 1st frame of your tag
All the frames should be outlined in blue

Open the Happy Hallowen text that I included in my supplies

Go to Effects - Insert Images Effect

You should have 19 frames on your text

Select all frames of the text and drag down and place on the
top of the tag

Almost done - go to the last frame of your tag..Make sure
that it is the only one selected -
Change the frame properties of that frame only to 100

View your animation.

Save as a .gif
