New image 600x600
Flood fill white

From the kit open Earthday paper04
Copy and paste as new layer

Open the DBV Mask 02

Layers - New Mask from Image

Merge Group

Open the misted moon image in my supplies

Copy and paste as new layer on your canvas
Move up and slightly to the left

Open the Earth day Stones

Copy and paste as new layer

Place at the bottom of your tag

Change the blend mode to Dissolve

The opacity to 84

Open the tube that you will be using

I am using The Vintage Angel by Jessica Galbreth availabe at Creative Design Outlet

I applied a light drop shadow

Apply again only changing to -1 on vertical and horizontal

Open the word art that I have supplied

Copy and paste as new layer

I placed in the middle of the tag
Add drop shadow

Apply Eye Candy - Glow

Add your text

I am using the font Mr. Blaketon
Stroke Width 1
Foreground #0a0a4e
Background #9cb5d3

I added a drop shadow

Apply again only changing to -1 for Vertical and Horizontal

Optional: I usually add noise to my text, just gives a great look

Selections - Select All

Modify - Contract by 5
Selections Invert

New raster layer
Flood fill with #2e629a
Effects - Texture - Blinds

Select None

ANIMATION

Edit - Copy merged your tag

Open AS and paste as new animation

Back to PSP
Go to the Misted Moon layer

Effects - Illumination - Sunburst
Apply these settings

Edit - Copy Merged

Open Animation Shop

Paste after current frame

Back to PSP
Undo the change (Edit - Undo)

Effects - Illumination - Sunburst
Apply these settings

You should have your original tag without any effects

Copy-Merged

Back to AS
Paste after current frame

You should have 5 frames. The 2 original images without the sunburst effects and three with the sunburst effect.
The original image should be the first frame and the last.

In Animation Shop
Edit - Select all frames on your animation

Frame Properties - set to 65

Save as .gif and you are done!
