Open a new canvas 600x600
Flood fill with white

I am using Paper 8 from the And Many More kit
Copy and paste as new layer on your canvas

Open GabeMask 7, Layers - New mask layer from Image


Merge group

Open the Glitter Spray from the kit
Copy and Paste as a new layer
Image resize 80% twice
Adjust Hue/Saturation/Colorize

Hue - 250 Saturation 220
Apply drop shadow with these settings
V 1 H 1
opacity 50
blur 5
color black
Place at bottom of tag

Duplicate this layer twice for a total of three glitter layers
Rename the glitter, Glitter 1, Glitter 2 and Glitter 3
This is for our animation - you can close off Glitter 2 and Glitter 3, keeping Glitter 1 open

Open Ribbon 4 from the kit Edit/Copy and Paste as new layer
Image resize at 75% and place at top of tag
Add drop shadow with settings as before

Open the latex balloon 02
Edit/ copy and paste as new layer. Image resize at 50%
Place at bottom right corner
Apply the drop shadow as used before
Duplicate this layer and image resize at 80%
Image free rotate at left 15

Open Bow 01 - Copy/Paste as new layer
Resize at 50% twice and Adjust Hue/Saturation/Colorize
Hue - 250 Saturation 220
Free Rotate/Left at 25
See my tag for placement
Merge down and duplicate this layer
Move the duplicate balloons to the top left of image

Open the latex balloon 01
Edit/Copy and paste as a new layer. Image resize at 80% twice, then at 50%
Adjust Hue/Saturation/Colorize
Hue - 250 Saturation - 220
Place at top right

Open your tube - I am using the beautiful artwork of Elias Chatzoudis
Give the tube a drop shadow of
V 2 H 2
opacity 50
blur 2
color black

Open the word art - Happy Birthday Text
I exported this as a custom brush
Create a new layer
Material Palette should be set at
Foreground - White
Background - #EC4151
Open the Happy Birthday brush and set the size at 250
Place on your Tag

Add all the copyrights and your text
I used the font in my supplies - Pavane
Foreground - #EC4151
Background - White

ANIMATION

Go to the Glitter 1 layer and Adjust/Add Noise using these settings

Go to Edit/Copy and Copy Merged

Open your AS and paste as new animation

Back to PSP -

Close off Glitter 1 and Open Glitter 2
Apply the noise, but change the setting to 35
Go to Edit/Copy and Copy Merged
Back to AS and paste after current frame

Back to PSP, close the 2nd layer and open the 3rd
Adjust/Add Remove Noise and use 45 on this one
Edit/Copy and Copy Merged
Back to AS and paste after current frame, you will now have a total of three frames in AS

I left the Frame Properties as the default/ set my optimization settings and saved my tag
